Everything You Need to Know About ODSP Dental Coverage in 2025
Learn how ODSP dental coverage works in Ontario in 2026, including eligibility, services that may be covered, the Dental Special Care Plan, fee-guide limits, CDCP coordination, and what to verify before treatment.

ODSP dental coverage can help eligible adults in Ontario pay for basic dental services, but it does not mean every treatment is automatically covered. ODSP recipients and spouses aged 18 or older may receive adult dental benefits. Children and youth aged 17 or younger generally receive dental coverage through Healthy Smiles Ontario, while dependent adults are not eligible for the standard ODSP dental benefit. The dental office must verify the current schedule, service limits and any approval requirements before treatment.

Updated for 2026: Ontario’s public ODSP information describes basic dental services and additional services through the Dental Special Care Plan. The detailed dental schedule controls which procedure codes, limits and approvals apply. Do not rely on a general service list as a guarantee of payment.

Before treatment: Show current proof of eligibility, disclose any other dental coverage, ask whether the provider participates in the program, and request an estimate showing what is expected to be covered and what you may need to pay.

What Is ODSP Dental Coverage?

The Ontario Disability Support Program provides income and health-related benefits to eligible Ontarians with disabilities. Its adult dental benefit can help ODSP recipients and eligible spouses access basic dental care. Ontario also has a Dental Special Care Plan for additional services when a disability, prescribed medication or prescribed medical treatment affects oral health.

Dental claims are administered through Accerta. A participating dental provider can check the applicable program schedule and submit eligible claims. This does not guarantee that every service will be approved or that the patient will never have a charge.

Who Can Receive ODSP Dental Benefits?

PersonDental Coverage PathwayWhat to Confirm
ODSP recipient aged 18 or olderAdult ODSP dental benefit; Dental Special Care Plan may apply when oral health is affected by disability, medication or treatmentCurrent eligibility, covered codes, frequency limits and predetermination
Spouse aged 18 or olderMay receive the adult ODSP dental benefitThat the spouse is included in the benefit unit and currently eligible
Child or youth aged 17 or youngerGenerally enrolled in Healthy Smiles OntarioHSO card or enrolment, service limits and provider participation
Dependent adultNot eligible for the standard ODSP dental benefit; limited discretionary assistance may be available through Ontario WorksEligibility with the local Ontario Works office before treatment

ODSP income-support eligibility and dental-service coverage are separate decisions. A dental clinic cannot decide whether a medical condition qualifies someone for ODSP. Questions about ODSP eligibility should be directed to the appropriate ODSP office or caseworker.

What Dental Services May Be Covered?

Ontario’s public summary describes basic dental services and additional special-care services. The detailed schedule—not a general website list—determines whether a specific procedure is payable. The table below is a planning guide, not a coverage guarantee.

Service AreaHow to Treat the Coverage Question
Exams, X-rays, preventive care and basic treatmentMay fall within basic dental services, subject to the current schedule and frequency limits.
Fillings, extractions and urgent pain or infection careMay be eligible when the procedure code and clinical situation meet program rules. Confirm before treatment.
Root canal treatmentSome endodontic services may be payable, but coverage is not automatic for every tooth or treatment plan.
Dentures and denture repairsMay be available in qualifying situations. Replacement intervals, approvals and local discretionary rules can apply.
Crowns and bridgesDo not assume coverage. Predetermination, Dental Special Care Plan criteria or other limitations may apply.
Dental implantsNot listed in Ontario’s public summary as a basic ODSP dental service. Treat as not routinely covered unless written verification confirms otherwise.
Cosmetic treatment and orthodonticsShould not be assumed to be covered. Verify the current schedule and any exceptional criteria before treatment.

For a dental emergency involving pain or infection, review our emergency dental care information. For a possible infected tooth, learn how root canal treatment is assessed. These service pages describe treatment; they do not confirm ODSP coverage.

ODSP dental coverage information for eligible adults in Ontario
Coverage depends on current eligibility, the applicable dental schedule, service limits and any required approval.

What Is the Dental Special Care Plan?

The Dental Special Care Plan can provide additional dental services when a person’s disability, prescribed medication or prescribed medical treatment affects oral health. Examples may include situations involving dry mouth, difficulty maintaining oral hygiene, or other disability-related oral health needs.

The dental provider must explain the clinical need and submit the required treatment plan or predetermination. Approval is case-specific. A severe dental problem by itself does not guarantee that a service qualifies under the special-care plan.

ODSP Dental Fee Guide 2026: What Patients Should Know

ODSP dental claims are paid according to program schedules administered through Accerta, not according to the full private dental fee charged in every office. There is no single public dollar amount that applies to every patient or procedure.

  • The provider must identify the correct procedure code and current program limit.
  • Some services require predetermination before treatment.
  • Frequency limits may restrict how often a service is payable.
  • Laboratory fees, materials or services outside the schedule may not be covered.
  • Provider participation is voluntary, so patients should confirm acceptance before booking.

Ask the dental office for a written estimate. It should identify the planned treatment, what will be submitted to the program and any amount that may remain your responsibility.

How to Use ODSP Dental Coverage at a Dental Office

  1. Confirm current eligibility. Bring the current document or benefit information the dental office requests.
  2. Tell the office about all dental plans. This includes the CDCP and any private or government coverage.
  3. Ask the office to verify the service. The provider should check the applicable schedule, limits and approval rules.
  4. Wait for predetermination when required. Do not begin non-urgent treatment until the provider confirms the decision and expected patient cost.
  5. Keep copies. Retain treatment estimates, approval information, explanations of benefits and receipts.

Do not assume that you must always pay first or that every appointment will be cashless. Billing depends on provider participation, the service, current eligibility, coordination with other plans and program rules.

How ODSP Coordinates With the Canadian Dental Care Plan

A person can still qualify for the Canadian Dental Care Plan while receiving dental benefits through ODSP, provided the person meets the federal CDCP eligibility rules. When both programs apply, the CDCP is the primary payer and ODSP may act as the secondary payer where coordination is permitted.

StepProvider Action
1. Submit to CDCPThe provider sends the claim to Sun Life first and receives an Explanation of Benefits.
2. Submit to AccertaThe provider sends the secondary claim to Accerta within 30 days of the service date, following Ontario program rules.
3. Apply plan limitsEach program’s coverage rules and frequency limits still apply. Limits are not added together.
4. Explain patient responsibilityThe provider should explain any amount not payable under either program before treatment when possible.

When ODSP or Healthy Smiles Ontario schedules are used to supplement CDCP-established fees through coordination, the federal Ontario coordination guidance states that balance billing is not permitted for the remaining coordinated amount. Providers with claim questions should contact Accerta.

Other Dental-Related Benefits and Transitions

Healthy Smiles Ontario

Children and youth aged 17 or younger in an eligible ODSP household are generally enrolled in Healthy Smiles Ontario. HSO covers eligible preventive, routine and emergency services under its own schedule and limits.

Extended Health Benefit

Some people who are no longer eligible for ODSP income support because of income may qualify for the Extended Health Benefit if they continue to meet the program’s conditions and have high health-related costs. Eligibility is determined by ODSP, not the dental office.

Transitional Health Benefit

A recipient who leaves ODSP for employment may be able to continue dental and certain other health benefits until comparable employer coverage becomes available, subject to the Transitional Health Benefit rules.

Assistance for Children With Severe Disabilities

Assistance for Children with Severe Disabilities is a separate financial-support program. It should not be treated as an automatic dental plan. Dental coverage for eligible children is generally handled through Healthy Smiles Ontario or another applicable program.

ODSP Eligibility and Dental Coverage Are Different Questions

Ontario determines whether a person qualifies for ODSP income support using financial and disability-related criteria. A dental office cannot assess ODSP eligibility, certify that a particular diagnosis qualifies, or change a patient’s benefit status.

If you are unsure whether you qualify for ODSP, contact your local ODSP office or use Ontario’s official eligibility information. After you are enrolled, the dental provider can help determine whether a proposed dental service fits the current dental schedule.

Need to Verify ODSP Dental Coverage?

Contact Smile Avenue Dentistry before booking to ask whether the clinic is accepting ODSP-covered patients and whether the proposed service can be verified under the current program schedule. Bring your current eligibility information and details of any other dental coverage.

FAQs

  1. What does ODSP dental coverage include for adults?

ODSP recipients and spouses aged 18 or older may receive basic dental benefits. Additional services may be available through the Dental Special Care Plan when a disability, prescribed medication or prescribed treatment affects oral health. The dental provider must verify the applicable schedule and any predetermination requirements before treatment.

  2. Does ODSP cover dental care for children?

Children and youth aged 17 or younger in an ODSP benefit unit are generally enrolled in Healthy Smiles Ontario rather than the adult ODSP dental benefit. Healthy Smiles Ontario has its own eligibility, covered-service and frequency rules.

  3. Are dependent adults covered by ODSP dental benefits?

Dependent adults are not eligible for the standard ODSP dental benefit. They may be able to receive limited dental assistance as a discretionary benefit through Ontario Works, often for emergency care or dentures. Eligibility must be confirmed with the local office.

  4. Does ODSP cover root canal treatment?

Some endodontic services may be payable under the applicable dental schedule, but coverage is not automatic for every tooth or treatment plan. The dental office should verify the procedure code, limits and any approval requirements before treatment begins.

  5. Does ODSP cover crowns, bridges or dentures?

Coverage varies by service and the applicable program schedule. Denture services may be available in qualifying situations, while crowns and bridges should not be assumed to be covered without verification or predetermination. Ask the dental office for a treatment estimate and written coverage confirmation.

  6. Does ODSP cover dental implants?

Dental implants should not be assumed to be covered under the basic ODSP dental benefit. The public ODSP summary does not list implants as a basic service. Do not begin implant treatment unless the provider has confirmed the applicable program rules and expected patient cost in writing.

  7. Can ODSP dental coverage be used with the Canadian Dental Care Plan?

Yes, when a patient is eligible for both programs. The CDCP is the primary payer and the ODSP dental program may act as the secondary payer where coordination is permitted. The provider submits the CDCP claim first and then sends the secondary claim to Accerta within the required timeframe.

  8. Do I have to pay first and request reimbursement?

Do not assume that every visit will be cashless. Participating providers can submit eligible claims through the program administrator, but provider participation, coverage limits, approvals and any patient charges must be confirmed before treatment.

  9. How do I check whether a dental service is covered?

Give the dental office your current proof of eligibility and details of any other dental plan. Ask the provider to check the current ODSP or Healthy Smiles Ontario schedule, submit any required predetermination, and explain in writing what the program is expected to pay and what you may need to pay.
